Anyone have experience with buying a car with Peru tags and driving it through South America?

I've been traveling around South America via busses and rental cars for over a year now and I'm ready to buy a car of my own.  However my research for details on buying a Peruvian tagged car have not been very fruitful.  I always end up on a thread from Lonely Planet that says buying a car here is a pain (I've got buying it figured out an its certainlly doable) however.... then a lot of commenters chime in an talk about it being difficult to drive it out of Peru, without giving any  real reasons why that is.  I found on another site that there is a $300 export fee for a forgiener leaving Peru in a Peruivan tagged car, honeslty thats no problem... however other then a few post I can't get any real information on the topic to know what exactly is involved or what all I may need. I already found little 4x4 Mitsubishi that I want to buy here but I'm concerned about the ins and out of driving it across the other borders.  My plan is to slowly drive it up to Costa Rica (shipping it from Colombia to Panama)   Also curious about selling it in a diffrent country and how that works with a Peruvian bought and tagged car. Can you buy a car overseas and get it registered and American tags?

TLDR: I'm looking for any information avaiable about buying a car in Peru and driving it to Costa Rica 

 

Is there a website with information about the diffrent requirments and such about buying and driving cars in South America as forgieners?
